If you're trying to copy a custom form to make some tweaks to it, you'll want to go to the Add Custom Form dialog (via the advanced settings in registration settings)

and click "Edit Selected Form"

Then "Save As New":

And then repeat the first step to go in and edit the new form. This time just click Save to save the changes in place.
